Problem

Suppose v∈Vv \in V with ∥v∥=1\|v\| = 1 and b∈Fb \in \mathbf{F}. Also suppose dim⁡V≥2\dim V \geq 2. Prove that there exists a unitary operator S∈L(V)S \in \mathcal{L}(V) such that ⟨Sv,v⟩=b\langle Sv, v \rangle = b if and only if ∣b∣≤1|b| \leq 1.
